This event, happens only once, every 28 years. It occurs when the sun makes its twice annual stop over the equator, the vernal equinox, on the fourth day of the Jewish week -- the same day the Old Testament says God created the sun. This is done according to the calculations of Shmuel. Unfortunately, Shmuel's calculations were off by about 11 minutes on the length of a year. This is the traditional blessing:"Blessed are You, LORD, our God, King of the Universe who makes the works of Creation."
